OVERVIEW

Lamoureux Architecture Inc. has submitted an application to the City of North Vancouver to further amend the Comprehensive Development (CD)-684 Zone to allow for additional height and density to accommodate an event space with capacity to host up to 150 individuals. The applicant notes that the event space will be used by Alcuin College during school hours, and will be available to other users outside of school hours. The site is situated in Lower Lonsdale at the intersection of Mahon and Esplanade.

WHAT'S PERMITTED AT THE SITE?

The City of North Vancouver’s (CNV) Official Community Plan permits up to 2.6 FSR of density and specifies up to 6-storeys (18-19 meters or 59-62.3 feet) for residential uses at 63 Mahon Avenue. For non-residential uses, heights are to be regulated through the Zoning Bylaw, and the CNV notes that in considering increases in building heights, attention will be given to view impacts, contextual relationships and the livability or use of the buildings.

2017 APPROVED - 2020 PROPOSED APPLICATION

The original rezoning application was approved by City Council in February 2017 and permits a multi-storey building to serve Alcuin College, a K-12 private school. A new application was submitted in 2020 seeking additional height, and additional 0.7 FSR of density to add an event space. The application for the proposed event space includes 11 reserved off-site parking spots situated 450 m from the site.

Alcuin currently has a permit and has begun excavation at 63 Mahon Avenue. The permit is based on the original 2017 proposal.
